One site. Different domains and keywords. Insolence or my mistake?

Hello.
The crux of the matter is this. I have a business card/portfolio website. The site is already 5 years old. A week ago, on request "Studio name city such and such" in search engine results was displayed normally. But recently I came across one site of a studio from another city. More precisely, the site template is one, but the domains and keywords are completely different. And now, according to my standard query to search for my studio "Studio name city such and such", this "viral site" came up, and its keywords are the same as on my site (the name of my company and city, even the title is copied from my website). Having briefly played around with search queries, I found that the site of this studio simply flooded the search results and, for certain queries, occupies the first few pages of the issue. Domains, links, description, the keywords of all these search results are different and look normal, but if you click on all these links, we will see the same "viral site". (not a redirect, but the site itself, which looks exactly the same as the main one).
I am very weak in SEO and do not understand what is happening at all, so the questions arose:
1) How is this possible to do?
2) Why are all these identical sites at the top of search engine results? Why are they not blocked?
3) How to deal with it?
4) Maybe I screwed up somewhere? (I don't know what to think anymore)

This should be specifically looked at, of course, maybe they bought links, maybe it just happened that way by accident.
