One field should be if there is no other in the form?

If there is one field, then there should not be another, and vice versa.
I do not see the validation rule among the standard ones for such functionality.

You can write the necessary validator for the model/entity.
But it will be more correct to change the form (add or remove fields) on form events, before validation.
