On what to write the program under Windows?
Hello.
The bottom line is this: there is a website where customers create a request, and companies answer them from their personal account. I would like to write a program in which the personal account of the company would be opened. As I imagine, it should essentially be a browser with a hard-coded start page, no controls, with the ability to minimize to tray and show notifications.
Please direct me to the right path. Maybe someone has done something similar.

There is Nw.js specially designed for this, but C# is still "native" for Windows, there are also suitable "engines" for it - CEF (Chrome), Awesomium, try and compare
electron.js
And don't listen to those who recommend nw.js - it's crooked
