On what to make this client-server application?

Hello! Please tell me the technologies on which it is better to write the following:
What is now:
There is a computer number 1 and this is a server. There is a folder on it and the application is located in it. When you start it, the admin panel is launched.
There is a computer number 2. There is a folder on it.
And there is computer number 3 (more precisely, there are 2 or 3 of them). These are executive computers.
The interaction of all this is as follows:
On computer number 2, where the folder is, I can put the document.
On computer number 1, i.e. server, I can go to the admin panel, I have a file tree displayed and I can add a file, specifying the path to the same folder and the same file, click ok.
The manager enters the application from his computer, he has a file tree and the same file that was put in, and so on. And he can just open these files for reading.
I would like to ask knowledgeable people. in what languages ​​is it better to write this and is it better to make a web application or a desktop application?

The one you know well. If you know how to write web - write web, if you know how to write "desktop" - write "desktop". If you don’t know how to write, pay someone who can, it will be fast and high quality, if you don’t want to pay, study on your own, but it takes a long time and the result may not satisfy your leaders

Can arrange a shared Windows folder with configured rights? If you need an application, then any language that you know will do. Moreover, the application can use the shared folder in the same way (see samba). Or you can cut the web server. True, if the files can be, for example, word documents or something else that cannot be opened directly in the browser, then you should think about whether this makes sense.
