The bottom line is to develop a personal account for filing applications, meter readings, etc. The problem is that we do not know how many forms there will be and what fields there will be, that is, we need a system with flexible customizable forms, and different types of users when registering.
Is there a semi-finished solution on this topic?

I don’t know about ready-made ones, but if there are fluctuations between yii and symfony, then it’s much more promising to make the form builder on symfony (using its Form component)
