On what software to distribute, monitor and manage Internet access?

There is a Microsoft Windows Server 2012 r2 server with the Active Directory role, you need to connect all users on the network to the Internet, control access to certain resources and have NAT, preferably with a built-in proxy server. Do you have WinGate, Kerio, Lan2Net, Trafic Inspector? but they are paid, is there anything cheaper or Freeware.
Or maybe you can use the built-in tools of Microsoft Windows Server 2012 r2, if so, how

I would not distribute the Internet on a server with AD, a separate specialized distribution is better, or a piece of iron.

Connecting all users of the corporate network through NAT to the Internet is IMHO a very bad idea, the PIB in our organization would put it up against the wall for this. I think here it is necessary to reconsider the approach itself and after that decide which tools are better to use. In the vast majority of cases, a regular proxy server is sufficient.

What kind of nonsense? Nat is one of the most popular solutions among
1. proxy
2. nat
3. proxy for http/https, nat for everything else.
True, this is usually set up on Linux, which is done by regular iptables and some kind of proxy thread like squid, and not on Windows.
