On what software to distribute, monitor and manage Internet access?
There is a Microsoft Windows Server 2012 r2 server with the Active Directory role, you need to connect all users on the network to the Internet, control access to certain resources and have NAT, preferably with a built-in proxy server. I would not distribute the Internet on a server with AD, a separate specialized distribution is better, or a piece of iron.
Connecting all users of the corporate network through NAT to the Internet is IMHO a very bad idea, the PIB in our organization would put it up against the wall for this. I think here it is necessary to reconsider the approach itself and after that decide which tools are better to use. In the vast majority of cases, a regular proxy server is sufficient.

True, this is usually set up on Linux, which is done by regular iptables and some kind of proxy thread like squid, and not on Windows.
