On what CMS are portals made? For example cmsmagazine.ru. Or are they written from scratch?
Let's just say that we have a budget of 500-600 thousand rubles. to a simple industry portal (catalogue of companies, ads, personal account). What is better to use from the finished one or write from scratch right away?

it is possible on Bitrix, just like on any other CMS, but you will encounter CMS limitations

We would do on WP. One of my acquaintances a freelancer - in a month or two on Modyks would dash off. Another one is on Drupal.
