On what and where to make a website with a library of files?

What would you recommend for an almost noob to make a website with a library of files (the total weight of files is 5-20GB)?
Domain - if it will be with com - will it be necessary to have rights for each image?
Which hosting to choose fundamentally? + - in the "ratings" there are the same hostings, but apart from Beget I haven't tried anything yet, and I can't say that I really liked him (although in the lists he is usually in the top 10)
CMS or not CMS? If CMS then what is the most adapted for this? It doesn’t have to be free (but if it’s not like Bitrix, thanks), it’s important that it has a minimum of glitches, and no problems with searching for mods, and people who can finish it.
A site where there will be articles, but the main thing is a file library: a gallery of pictures, a library of text files.
