This solution does not completely solve the problem. To work with calls, you need to set up a connection with a PBX like 3cx or an OKTELL product. But I don’t see the point in acquiring these combines for the sake of such functionality (free versions are cut down). Linux options are not yet ready to be considered. Can you tell me how to solve this problem? If you tell me a .net project on this topic, it will be great in general, but this is ideal.

Connect to the modem's COM port, hang up a listener, as soon as Incomming Call appears or something like that (look at the output from the COM port when making a call), fix the number.

Since 2016, the Oktell SIP-GSM project has been closed by the vendor. Previously activated ones will continue to work. After reinstalling windows Oktell SIP GSM will not work. I recommend switching to GSM gateways.
