Offline speech recognition engine?

Good afternoon.
Recently, I often read / hear about the possibilities of speech recognition, including offline, including the Russian language, on Android phones.
There was a probably stupid question. Is it possible to “bite out” this module from the OS image, at least in the form of a closed binary blob and somehow use it from your projects (so as not to use Google's online API)? Unfortunately, I could not find information about this.
