Well, anyway, I think that this is contrary to the rules for using gmaps. In this light, the requirement for an app not from Cydia looks strange, so I would not dismiss this option.
Maps are cached if you have already viewed them. You just need to view the scales you need for the area you need and that's all. Did it myself many times. How much of this cache is enough - a good question - I did not experiment, but for a week - for sure.
You can’t put Google maps without Sidia: this is contrary to Google’s rules and such software will not be allowed in the app store.
At one time I was looking for the same software and discovered open street maps (which I had not used before). As practice shows, in many cases they are more accurate and reliable than Google maps.
I don’t know what your initial task is, but try to look in this direction. There are a lot of software that OSM uses in the app store.

On Android, the Google Maps app used to have an option in the lab to save up to 10 map areas to memory. Now I’ll make an offline mode, select a large area and save, but it doesn’t want to save everything. Strange Google policy.
