October CMS: How to set up rights and groups of users (managers) to allow editing of individual branches (company departments)?

October CMS is used
There is a company with many branches (Departments) located in different cities (network).
Employees of the branch (company branch) should be able to edit some texts on the branch page and publish new promotions, but only in their branch to which they are attached. Editing of other branches should not be available to them. And so with each group of employees tied to a particular branch.
What is the best way to organize (on what to build), and from what side to approach the issue in order to implement all this?
Maybe there is someone on the Toaster, for example, October CMS experts?
