OBS Multiplatform + Twitch + Heroes of the Storm = Please help. How?

Good day to all. I really hope that this resource is efficient and kind (smart) people will be able to help me with my question.
I'll start right away with the configuration of my old man (PC):
OS - Microsoft Windows 7 Ultimate x64
Processor - DualCore Intel Celeron E3500, 3200 MHz (13.5 x 237) ( Overclocked )
Motherboard - Biostar G41D3С
Video card - NVIDIA GeForce GTS 450 ( Overclocked )
Operational memory - 2 sticks of 4 gigabytes
Network adapter - Qualcomm Atheros AR8152/8158 PCI-E Fast Ethernet Controller (NDIS 6.20)

And now the actual questions themselves:
1 - Can I stream (broadcast) on the Twitch service with the above listed?
2 - The game I play does not lag during the game, it consistently shows 40-60 FPS, will the FPS drop significantly during the stream (broadcast)
3 - If the answer to the first question is YES, and to the second NO, then question 3, be kindly tell me who knows and is already dealing in this area, how to correctly and efficiently configure OBS Multiplatform x64 so that I can stream games, play without FPS drawdown and so that viewers watch at least 720p quality and do not complain about freezes, loading through every 5-10 seconds and the picture quality did not suffer.

With this iron and the Internet channel in any way.
I had a similar kit, e5700 + gts 450 + 4Gb RAM.
I tried, tried to survive as much as possible, and the only thing I managed to stream was the Pid game and when I minimized / expanded the game, the stream sagged.
After that, I went to various streamers, even beginners, and just stupidly asked about their hardware in the chat. I collected statistics and updated my hardware.
For a comfortable game and streaming, you need at least i5 (4 cores) and at least 10 Mbps of the Internet. A big plus would be an SSD.
Now I have assembled an i5-4460 + GTS 450 + 120 GB SSD (more on Twitch www.twitch.tv/krimtsev/)
