Notepad won't change encoding, what should I do?

Hello everyone, everything was fine when suddenly Notepad stopped changing the encoding for the file. I open the file, I choose to convert the file to ANSI, I save it, I close it, I open it again and it is UTF-8 again, the strangest thing is, if you recode it to UTF-8 with BOM, it saves it, but simply does not want to ANSI. What could be the problem ?

Notepad has an option in the settings to recode all opened files to the selected encoding on opening. Perhaps this is your problem.
