Not so loading css on a mobile device. Why?

There is a main css file, it contains a simple layout and is indicated below via media for mobile. From the computer everything works ok, but through the iPhone and it is the chrome browser (everything is ok on safari), the first time it loads as if it does not see the media, I reload the page 2-3 times, everything becomes. Because of what it can be?

Are the prefixes on -webkit ?
And in what order?
Alternatively, you can lower them to the bottom to apply.
