Not loading css files on opencart?

Good afternoon!
The other day I encountered such a problem for the first time, there is a site on opencart, I am doing layout, for example, if a css file weighs up to 60KB, it normally uploads it to the hosting. If the css file already weighs more than 60KB, until when you click save, it is immediately uploaded to the hosting somewhere around 40KB and after a while the rest.
ftp manager winscp, wrote to technical support, they wrote back that there was no problem on their part, they also increased the file transfer speed so that there would be no transfer delay. But the problem has not disappeared.
Maybe someone faced similar?

1. Try another FTP client. FileZilla ( https://filezilla-project.org/)
2. Try to save the same file via the web FTP client from the hosting control panel.
3. If the hosting supports other data transfer protocols, try using them (SFTP, SSH).
The CMS itself has nothing to do with it.
