this happened after logging into one of the accounts, the following was done as a solution:

1. bookmark backups
   
2. copy links to installed extensions to a text file
   
3. https://chrome.google.com/sync - stop synchronization by deleting all data from the server
   
4. delete chrome and all its data
   
5. download and reinstall - https://www.google.ru/chrome/
   
6. import bookmarks
   
7. install extensions using links from a text file and customize as it was
   
8. reconfigure the browser - chrome://settings
   
9. sign in to chrome and turn on data sync
