Non-responsive layout on Bootstrap 3. How to do it right?

The customer needs to convert a non-responsive layout to bootstrap.

Option 1.
Use standard tools:

But then there is a problem with 15px padding. As I understand it, you can work with this by resetting the @grid-gutter-width value to 0 and then setting the necessary indents yourself.
Option 2.
Do not use standard tools and typeset everything with your own styles.
