No shh access. How to setup?

Good afternoon. Faced such a problem. There are 2 servers on Ubuntu. When connecting to them via ssh, it says: network error connection refused. But at the same time, from one of the office machines, you can go to the servers via shh. The rest gives an error. Could you tell me what can create such restrictions?
