No access to the file server through windows 2019, error code: 0x80070035?

Good afternoon, I have a working network without a domain, which has a win7 workstation, a win2012 r2 file server and a win2019 terminal server. From workstations they go to the file server without problems, and from the terminal 0x80070035, if through ip 0x80004005. Both guest accesses and SMB are included, and the firewall and Ip6 are switched off. Tell me what could be the reason?

Try not turning off the firewall, but turning it on, but allowing all incoming connections.
And check SMB, most likely v1 is disabled by default in 2019, as it is not secure and v3 is enabled by default, and in 2012 version 1 is still working.
