Nicky with Cyrillic on the site from the database?

The problem is, there is a trinitycore(wow) server, there is a mangos web face. site utf8, base utf8, I Russified the site, the site works fine with the Russian language of its interface, but as soon as it starts uploading online characters, Cyrillic (names) are displayed ????. I dug up everything from htaccess to the site's access to the db_encoding database. For the life of me, I can't. There is no desire to change the web server, taking into account the time spent on it and its kosher functionality, there is also no desire to prohibit nicknames with Cyrillic on the server because of some kind of stupidity ....
