nginx & geoIP?

Is it possible to somehow redirect at the level of the server itself based on the country of the visitor?
For example, there is server-1 and server-2 - each of which is geographically located in different countries - country-1 and country-2. Is it possible at the config level on server-1 to send users from country-2 to server-2 and similarly to server-2 to send users to server-1?
All the examples that I have met require modification of site scripts, but my sites are completely static and there are no scripts at all.
Throwing users at the DNS level is not a good solution - as many assign themselves to Google's public DNS - thus completely confusing bind.
