Nginx and TLSv1.3 how?
I want to configure TLSv1.3 on the test server, the latest version of NGINX is installed (nginx version: nginx/1.13.3) and the latest version of openssl is built (OpenSSL 1.1.0f 25 May 2017), ssl_protocols TLSv1 TLSv1.1 TLSv1.2 is specified in the NGINX config TLSv1.3;. DH 4096 bit, machine rebooted, but ssllabs.com stubbornly tells me that TLSv1.3 is not enabled. What is missing?

For TLS 1.3 tests, we currently support draft version 18.
Instead of stupid questions, you should at least read the specifications for a change, well, or changelog, besides nginx.
TLS 1.3 has been rolled up since openssl-1.1.1
