Newsletter in telegram bot on aiogram?

Damn good people save me, I'm just learning python. I’m writing a telegram bot on aiogram, everything works out except that I can’t fasten the newsletter in any way, i.e. for the event to occur in time. I wrote the same bot on apitelegram bot, everything was implemented there in a second. There are a lot of examples on the implementation through Delay on the internet, but I just can’t understand, a regular delay in seconds doesn’t suit me very well. And how to make, for example, a regular event at 9 am with an asynchronous aiogram??
