New to IT, how and where to start?

Good afternoon!
I'll start by saying that I'm 17 years old and I'm new to IT. I got the idea to do programming (Web development, software programming). I would like to go freelancing and start earning my "penny", of course, realizing that everything will not be so easy, but I am quite ready for this, if only there was an experienced mentor :))
What can you advise a noob, where to start learning, and you need do i know html and css?
Don't be too hard on me if this question has already been asked :)

I think it's essential to know the basics of html css and js if you're going to do web development. Where will fate take you next?

I think the fastest way is to watch some videos from the rutracker on the weekend for "web development"
