New ms sql server not registering?

Good afternoon! Why can't I register a new server in Sql Server Management Studio? It throws an error:
Failed to check the registered server. Check the server name, login credentials, and database, and then click the Check button again.

A network or instance-specific error occurred while establishing a connection to SQL Server. Server not found or unavailable. Make sure the instance name is correct and that remote connections are allowed on SQL Server. Are you connecting on the same machine or remote? If the latter, then:
1. Enabled the use of TCP / IP
2. Opened the port on the firewall
