Network audio library?

Given:
- 1 TV music
- 2 WIN7 machines with iTunes
- 1 Macbook
- 1GB Lan / Wifi N
Task:
Creating a network iTunes audio collection with playlists and track ratings common to all computers, ideally able to drag music from torrents.
I didn't find much information on the Internet.
What is the best way to organize something like this? And will it be possible to share playlists?

Maybe it's worth setting up your own Internet radio station broadcasting only in your home network? Instead of a playlist, a directory from which files will be randomly played from, and some utorrent will add freshly downloaded hits to the same directory.
