.NET Windows Forms - display outside of window?

There is such a ComboBox element in Windows Forms. It may draw outside the window it is in if the number of elements cannot be displayed within the window.
Is it possible to render any other Windows Forms element in a similar way, such as a Panel? I pressed the button, and if the panel did not fit in size, it would also be displayed outside the window in which it was called
