NET CF SerialPort.Open IOException!?

We have a simple .NET CF application that reads COM. We start on a piece of iron with SirfAtlas4 we receive IOException.
The friendly brethren suggest this hilarious one:
“This has NOTHING to do with .NETCF. If there's a serial debug port, that's
done at the OS level. You'll have to see if that's enabled and change the
OS, if so, to make it work."

If this problem is unrecoverable, then maybe there is some other way to get the piece of iron to give NMEA?
