Need user quotas for HDD in KVM VPS. How?

Hello. I'll go straight to the point.
There is a VPS based on Debian 8.4, KVM virtualization. There was a necessity to put quotas on some folders, to different users. Quota is not an option, since fstab is empty, and with the vpsok provider, punctuation did not end in anything. Question: how to get out of the situation and set a limit on disk space?
