Need Content Filter Program

Hi all!

You need a Web Content Filter program for Windows XP, 7.
The program must receive lists with categories of keywords and addresses of unwanted sites from the server.
Example> www.test.ru/filter/spisok1.txt , /spisok2.txt, /spisok3.txt, /spisok4.txt All unwanted sites are redirected to
www.xxxx.ru/filter/blocked.html

preset key combination and password.
Also, the uninstallation of the program must be activated through a pre-set password.

In English, German and Russian.

The program must work for more than 30 days only with an activation key that will need to be generated separately. If the program is installed without an activation key, then after the expiration of 30 days the program should not perform its immediate task.

The budget is unfortunately not high. 1500 Euro.
