Need animation on svg + js or webgl, canvas, how to organize the process?

Good afternoon.
Need to animate graphics, backgrounds, more complex elements animate.css who does it?
Designers think they can draw svg, programmers write js.
And I suspect if it will be freelancers, I will plunge into the organization of communications between them.
Are there examples of building a process for developing such solutions?
Any specific requirements for the designer, what should be the svg?
