Good afternoon!

The question is: there are 10 cities on the site, they are organized like this site.ru, site.ru/spb, site.ru/bryansk, etc.

on the site there are about 200 products and 30 categories

at the moment I am creating a site map for of these cities, in each city there is no representation, how to be here from the SEO side - so that the search engine does not duplicate pages?

Should not glue if different meta tags and headings are registered. This is how it works on my site. Of course it was better to implement through subdomains.
If there are no offices, then you can resort to a trick: add some addresses from multi-storey office buildings and fill in Google and Yandex directories.
