Need advice from an experienced Linux admin - Backup partitions and directories

Good afternoon, hackers!

1. Given:
Notebook, two partitions, ext4 I do
any free software
Manually Backup
Task
Make a compressed encrypted incremental backup of all partitions into one file.
Unavailable solution - Acronis True Image Server 9 via PXE - costs money
Current solution - fsarchiver via PXE system rescue cd - lacks incremental backup

2. Given:
File server, Debian, folder with valuable data
Any free software in Debian
Backup can be run via cron
Task
Make a compressed encrypted incremental backup of the selected folder into one archive. Data older than two weeks is automatically deleted.
Inaccessible solutions - cost money
Current solution - 7za + cron + self-written bash script - lacks incremental backup

I ask for experienced advice. There is a lot of information in Google, but it is very fragmentary and the shortcomings and limitations of the proposed solutions are poorly visible. Good list on Wikipedia

If you don’t work hard, you can transfer everything to LVM and take snapshots.
I make backups from my laptop to my home computer.

rar has -ag and -tn options that are extremely useful for incremental archiving. Why they are not implemented in 7z - I have no idea.
