Need a web manager htpasswd, what do you recommend?

There is a static site, you need to attach a password manager to it so that users can log in through basic auth.
While everything revolves through the htpasswd file and the program of the same name. BUT! you need a password manager so that the manager himself creates users through the web interface to access the site. Can anyone come across, what would you advise?

My authorization is done through devise and with the help of rails_admin you can easily administer users. And for more advanced administration, I wrote my own admin panel.
