Need a program to keep track of what was installed on the computer and when

I can't find anything useful. Can you advise?

I use LanAgent in my network.
In addition to monitoring the installation of programs, it does a lot of useful things - control sites, mail, takes screenshots.
For one local computer, it may and will be too redundant, but for a network it is just perfect.

There is, for example, Ashampoo UnInstaller. It gives out what and when it was installed.
There is also, it seems, Activity Monitor.
And so - the logs and the application manager. Still simple =)

you would write at least under what platform you need a program.

Oops, something stormed. I'm sorry. Windows XP.
There are just a lot of logs, it's a chore to read 0 :-) I think that special programs can get rid of unnecessary redundancy of information.
