Navigator for Android?

Tell me a good (preferably free) navigator application for Android OS. The main thing is that the maps are NOT downloaded from the Internet every time the program is launched (ie, to download the maps once and not spend more traffic, at least for a month).
I want to go abroad, use a GPS navigator, but I don’t want to buy a separate gadget, because. after the trip, it will not be needed, and the Internet in roaming is very expensive.
PS If important: HTC Wildfire, Android 2.2 (official firmware).

IGO 2009, the most adequate navigator. But not free. I don't use others.

IGO My way 2009 - a large number of maps and 3D navigation. The Internet does not require, but the maps will have to be downloaded in advance.

If you care about offline maps, then you can try OsmAnd. They are preloaded there. But navigation (route search) requires a network. If completely offline, there is CoPilot. Also not ideal, but cheap (I use the American version - about 5 bucks).

You have little choice:
1) Install a pirate (from a rutracker, for example)
2) Buy navigation software (on the Market, for example)
3) Buy a SIM card with inexpensive Internet in the host country and use the Google navigation built into Android.
I would choose the third option. How without the Internet in a foreign land?

In Europe, really the best option would be navigation from IGO, detailed maps throughout Europe, with 3D houses, POIs (information points), radars.
The Internet does not eat, it works with native maps through the built-in GPS module.
