Multisite in Drupal 7?

Good day!
There is a Drupal site that works in multisite mode (ru and com versions). I need to upload a html verification file from google (common for all site versions) to the root of the site so that it is directly accessible both from the RU version and from COM. I threw it, but with the COM version I can’t access the file (for RU everything is fine). I am getting 404 error. How can this be implemented for this CMS?
