Multi Tor on Windows [python]?

Friends, tell me which way to dig. Throw ̶d̶o̶ ̶ts̶e̶n̶t̶r̶a̶ ̶z̶a̶ ̶s̶o̶t̶k̶u̶ some information or a library, or I think about it.
The essence of the script:

  1. A command arrives on the socket.
  2. A new instance torus is created with port 9990 for example.
  3. IPishka is taken only from Spain or Ukraine.
  4. The port is sent in the socket response.
  5. The next command increases the port by +1.
  6. On the command, let's say 'halt 9992' , the torus instance with port 9992 dies and the port is freed.

Actually, the only question is how to create and kill new instances with a script.
