MS VSCode extension does not download dependencies due to proxy. How to fix?

Good afternoon!
I install the plug-in for the studio - OmniSharp. I set up the use of a proxy, unpacked the dependency archives into the appropriate folders, as advised on the Internet, but the studio continues to try to download from the Internet and for some reason it fails.

How to force plugins to download through a proxy?
