yEd is very good, I use it periodically for circuits.

Alternatively, a program created just like the one you are looking for - OpenOffice / LibreOffice Draw
Some Google diagrams (and a bunch of all sorts of additions to Google docs).
All sorts of mind... diagrams/maps.
In general, if you specify what kind of diagrams and illustrations are needed (because many programs are "tailored" for some "specific" diagrams), you will probably be able to specify more options.
Dia is a free Linux/Windows program for creating diagrams and flowcharts. Allows you to create UML diagrams, relationship diagrams, network diagrams and many others.
