The most common and, accordingly, documented postfix and exim. Both support multiple domains, virtual users, storing users in a database, and much more.
About administrators create, etc., this is not to the mail server as such, but to some kind of interface for managing their user base. For example postfixadmin.
The ability to read letters is not to the mail server, but to the mail client, or the imap / pop3 server, if the client uses a remote client using these protocols, for example, dovecot.
In general, to solve this problem, you will probably need a bunch - postfix + dovecot + postfixadmin, and possibly a web client for mail like roundcube.
