The person was robbed, definitely it is necessary to file a police report!
As a computer scientist, I would seek to extract transactions from my bank, and at least information about the owner of the accounts, where the money went, as evidence for the police + where and how. I would go to “SISTEMNYE RESHENIYA-3 MINUSINSK” and ask for recordings from surveillance cameras ...
Then I looked where this card was “copied” (IMHO), that is, to find ATMs + video camera recordings from them. (unless, of course, such a thing exists in Russia at all :-)) I can find such “simple” information, where I took money from, in a Czech bank, which means it is also possible in Russian.
In short, the police with this.

Was in a similar situation. My wife's wallet was stolen. She thought at first that she forgot at work. I called the bank and asked them to freeze my account. They said there were no transactions, don't worry. Go to work and take a look. If it's not there, we'll freeze it. There was no wallet at work. She went to the bank, asked for an account. He was fine. Freeze the card. Made a new one. He checks the account - there is no money (about 40,000 rubles). Naturally goes to the bank. There she is told that "information about payments does not come to them immediately, but within a few days." As it is, I did not understand. Basically, go to the police. There, of course, they asked why it took so long. They honestly described the situation, that due to incorrectly given information in the bank, they did not raise a panic. The police carried out a vigorous activity. A few days later, we were provided with a video from an ATM. 3 gypsies withdraw money. And that's all. This is where it all ended. The bank not only did not return the money, but even did not comment on this situation.
I talked about all this with a friend who works in a bank. He said that, in principle, it is possible to get a refund, but it is very difficult.
In general, try. Good luck to you. It would be interesting to know how it all ends.

There was a case with Raiffeisenbank when 120,000 rubles disappeared from the card when withdrawing money in Madrid. application was made to the bank. The investigation lasted about 90 days (the maximum period according to their documents), after which the money was returned to the account. It's funny that they returned 120, and then another 120, in the end I had to go to the bank and write a statement so that the extra money would be written off.

The bank will compensate you for the loss if you prove that you did not withdraw money from the card. Request a bank statement. Be sure to file a complaint with the police and report this fact to the bank. If the card was debited in the form of payment in a store through a terminal, transactions are considered invalid if there is no signature on the receipt or the signature does not match the signature of the cardholder on the back of the plastic. Receipts are subject to strict reporting, contact the bank with a request to check this information with the store.

I had a similar story. By phone, the bank said that it did not know where the money had flowed ... You can usually order an investigation at your bank for additional money (in mine it costs about 300 r)

Why is an extract necessary? You can see it in internet banking. Or is there some other useful information in the statement that I don't know about?
Apparently, you still need to contact the police, yes.

Normal banks themselves investigate such cases and make chargeback. I once had two incorrect transactions for a total of 500 euros. I called the support service, the application was accepted orally. The money was returned in advance. We sorted it out for more than a month, but in the end, for both transactions, the case was successfully resolved in my favor.
P.S. European bank, I don't know how it is in Russia.

Once there was a curious incident. After withdrawing money from a freshly installed ATM in Ryazan, I found in the statement that the money was withdrawn in Perm, which is about 1380 km from the location of this particular ATM. The next time I had to use this ATM, the city was already right.
But I have a balance. If in your case the money is gone, I'm afraid it will not be so easy. In any case - do not despair, do not stop halfway - it is possible to return the money. Only in a situation “they don’t call, they don’t write” - don’t wait, you yourself pull the people who are dealing with your problem.

If there is no signature or pin on the chip card, they will return it. You have to fight, and always in different ways.

I recently went into my Internet banking - no 500 bucks, a purchase in some lousy network marketing company is not clear what (i.e. apparently it was these cards that were stolen and they made a purchase via the Internet).
I called the bank, they opened a case, the money was returned. Although the case is not “closed” yet, this is called provisional credit. I called the network marketing company, they promised to look into it. I filed an application with the police via the Internet - they refused, they said it was necessary to report by phone))
the place of action is the United States.

The cardholder needs to be able to prove that she was in a completely different place with her card at the time of withdrawal. This, as far as I know, is the most important argument in disputes / proceedings with the bank.

In my bank, transaction statements appear instantly + SMS comes to the phone about any activity on the account.
I advise you to use a credit card for payments / purchases / the Internet. If money leaks from it, then the money is not of the client, but of the bank, so the bank will tear its ass to get its own money back :).
Yes, not the client's personal funds will be frozen, but the bank's funds, but this is still better.
Only now, if the pin code became known to someone and money was withdrawn using the pin code, then the SSZB is already here, the client is to blame and he will have to compensate for the money himself.
Therefore, never ever give a pincode to anyone, even to close people.

I know several cases gleaned from the same banki.ru when the money was returned without problems. And also a few - when they were not returned, even with an obvious crime.
I was struck by one story when they stole a purse and immediately bought an expensive cell phone in the store and signed the check with a left signature. At the same time, the seller did not demand a passport, and also did not compare the signature with the signature on the credit card - he did nothing, but there is no money and no one is going to return it, although the seller is clearly negligent.
Therefore, most likely, in our country everything will depend on the goodwill of the bank and on your perseverance. It is also strange that there are few reviews of your message on the banki.ru website, although a lot of time has passed. Provide more information, say the name of the bank, the name of the payment system, the amount.
