Actually, the question is in the title. Is there an alternative to hping3 for Windows? Well, or a solution similar in simplicity?

Why pull Windows to solve technical problems?? it is made for another :)
run kali with hping under virtualbox.
to LAN through the bridge. and if the program being tested is on the same computer, then generally lock it from Kali in the virtual network in order to avoid problems.

Well, it will be more difficult, but more flexible, but still a regular script. Puthon+scapy. Generates its own packages as needed.
