I want to ask the community for advice.
It so happened that I live in Stavropol and a Beeline SIM card is installed in my mobile phone.
I was surprised to find that Youtube.com does not open.
If you launch the mobile application, you can search for videos, but when you try to view, an error occurs.
When contacting the operator's support, it is impossible to get a clear answer.
This is said to be caused by "technical problems". And, accordingly, "technical problems" only in the North Caucasus Federal District and only with Youtube.com.
And yes, these problems can not be solved for 3 months.
In general, the current situation, I believe, is clear to everyone. And it is connected not with technical problems, but with a sensational video.

VimpelCom OJSC received more than 40 written instructions from law enforcement agencies, including a warning from the Deputy Prosecutor General of the Russian Federation about the inadmissibility of violating the law No. 27-22-2012 / ID 461-12 dated September 17, 2012, which is expressed in posting the video film “Innocence of Muslims” on the Internet ("Innocence of Islam"). Warnings were addressed to the General Director, directors of branches and heads of regional departments of VimpelCom OJSC from the prosecutor's offices of the constituent entities of the Russian Federation, requests from the FSB departments, instructions from Roskomnadzor and its departments. The warnings given are to be followed.
In accordance with the legislation of the Russian Federation, in pursuance, first of all, of the warning of the Prosecutor General's Office and the prosecutor's offices of the constituent entities of the Russian Federation, VimpelCom is obliged to block access to sites on the pages of which the film "Innocence of Muslims" ("Innocence of Islam") of an extremist nature, prohibited by law ( Article 6 of the Federal Law of July 25, 2002 N 114-FZ "On Counteracting Extremist Activities", Article 6, Part 2 Article 22, Article 25.1 of the Federal Law "On the Prosecutor's Office of the Russian Federation", Article Article 12 13 of the Federal Law of July 25, 2002 No. 114-FZ "On Counteracting Extremist Activities", paragraph 6 of Article 10 of the Federal Law of July 27, 2006 No. 149-FZ "On Information, Information Technologies and Information Protection") .
The Prosecutor General of the Russian Federation and other prosecutors have the right to send warnings about the inadmissibility of extremist activity in order to prevent offenses and if there is sufficient and previously confirmed information about impending illegal actions containing signs of extremist activity, and if there are no grounds for criminal liability. The requirements of the prosecutor arising from his powers are subject to unconditional execution.
Clause 3, Article 64 of the Law "On Communications" also provides for the possibility of suspending the provision of communication services at the motivated request of the authorities carrying out the search warrant and the bodies of the FSB of Russia.

At the same time, Beeline does not block YouTube through wired access. The authorities' caution is only fulfilled with over-the-air Internet access.
Other providers (MTS, MegaFon) somehow manage to keep the ability to use YouTube over the air.
And of course, the question remains as to why Beeline blocks the entire domain, and not individual pages that contain extremist (according to the authorities) materials.

Crap! What an enchanting trolling of idiots in power. Nobody has seen the film itself, but YouTube, where it can be (so far there is only a trailer and nothing more) is already banned.
