Mobile app via webview?

We urgently need to launch a mobile application, but it is not ready. Is it possible to implement it through a webview, and gradually refine it to native? Will they get banned in the app store or google play for this?

You can implement it via webview. You will not be banned by google play, but there will be problems with the app store. You will have to come up with something to prove that your application is different from a simple browser. For example, make a user authorization form.

No one will ban you, in the store/play every second marketplace is a webview.
