ML video face recognition. What is the approximate price tag for such a project?

I am making a business plan, I have questions about neural networks. I apologize in advance if there are stupid questions, but I don’t rummage around:
1) how many programmers do you need to make a neural network for face recognition from video and train it?
2) how long will it take (creation, training)?
3) at what stage do you need a server?
Maybe it will be easier if I tell you the essence: there are cameras on the roads, they only determine the number, but I would like the driver to be determined as well. You need to stir up the program (or that it will not matter) to determine these drivers and recognize (ideally). I need to know which of the workers I need, how many of these workers I need, how much to pay them, how long will it take? and then from this data I can calculate the cost of the service. there are no restrictions on money yet, but preferably within reasonable limits

To develop a prototype, you do not need top Deep Learning researchers or a huge budget. Everything has already been done before you :)

ML is a long and dreary thing to do yourself. It’s easier to take ready-made paid cloud APIs for face recognition. Then you just need to integrate interaction with them in your software.

I'm afraid your ideas about the possibilities of modern machine learning methods are somewhat overestimated.
in order to train the network to reliably recognize specific faces on video in conditions not specially prepared for this, it will be necessary to shoot each face from all angles and with different types of lighting.
