ML: gradient boosting in php?

The task is to predict sales of goods by region using the gradient boosting method.
At the entrance we have real sales in 20% of the region's settlements. The remaining 80% must be simulated. At the output, you should get a forecast for all cities. How realistic is it to accomplish this task using php? Which libraries are best suited, which matapparat to use. Accordingly, if php is not suitable, then what are the arguments in favor of python.

Well, at least for the reason that it’s easier to find the whole thing in python, for example: here Generally speaking, it seems to me that there are not enough materials for processing and researching data in php, it’s much easier to find all this in python.
