Minimalist OS for tablet/smartphone?

The latest mobile OS updates are on the path of adding "ruffles". Is there an equivalent in the mobile world, such as PuppyLinux or others like it ?
That is, without frills, desktops, widgets, push services, work in the background, panoramas, two cameras, and the like.
Needed: support for 3G, GPRS, GPS, WiFi and the ability to install applications.
Use case: reader, surfing, navigator, audio/photo/video recorder. I turned on the device, a list of programs and interface support appeared, noted wifi, turned on min-chrom, read what I needed, pressed the “home” button and the device went into hibernation mode, only a timer and polling the same “home” button to turn it back on.
Profit: simplicity, speed, increased uptime, security.
Maybe someone already produces such devices? Or is there a MinAndroid build?
I would like to use the convenience of a small (3-5") device and not fool around with charging, viruses (since there is no background work), looking at the "flipping" time, and so on.

No one will make such an OS anymore. Unless just for fun and there will be no ecosystem for it.
If you omit your last paragraph, then you need WM6.5. Fast enough and with full control over what is running right now. Well, there are almost no ruffles out of the box. And no one will spoil her.
It’s not worth turning up your nose - on the same Zeus it is very fast (after all, the processor is 3 times faster and the memory is 4 times more relative to the devices for which it was written).
Non-Orthodox, of course, but I already got burned about the android. The top device turned into an absolute pumpkin in less than a year.

It's not about a new OS, it's more about the minimalistic "assembly" of android and the device that is best suited for this.

you can get rid of unnecessary services in android once and for all by mowing them from the system area. the same TitaniumBackup. remove everything that is not needed and use the light version.
for a minimalist user interface, it remains only to write your own launcher (I haven’t seen such ones, but I didn’t look for them too much)
