Minecraft Forge+Spigot, MC1.16.4?

Everywhere I find links to stubs and entries from 2011-2015, which refer to versions no higher than 1.11.12. Can anyone give a link to the core, with MC 1.16.4, but supporting Bukkit/Spigot plugins and Forge mods? Or a Bukkit/Spigot plugin that will load mods? If there is a download through the plugin, then what will the client need to install additionally?
PS: KCauldron (not higher than 1.7.x) and Termos (no adequate download), Magma (does not meet the conditions) and Moise (zip with github files, but this is not a kernel) did not fit

is there something adequate on forge on versions 1.13+?
everyone has been using fabric for a long time, here or on 1.12 or only plugins + client mods (downloaded at the request of the players, installed only by them)
